Reimagining the Open Distance Learning Ecosystem: Technology, Policy and Institutional Priorities

Higher education systems across Africa are experiencing unprecedented pressure as a result of rapid population growth, expanding youth demographics, widening skills gaps, and the growing imperative for lifelong learning. Conventional campus-based models are increasingly unable to accommodate this surge in demand, constrained by limited infrastructure and resources. In this context, Open and Distance Learning (ODL) presents a viable and scalable pathway for broadening access to quality education. Despite its promise, the ODL landscape in many African institutions remains challenged by fragmented digital ecosystems, misaligned or outdated policy frameworks, insufficient infrastructure, and limited institutional capacity. Moreover, technology adoption has often outpaced pedagogical innovation, resulting in systems that do not fully support meaningful learning experiences. Reimagining the ODL ecosystem, therefore, requires more than technological adoption; it calls for a coherent alignment of technology, policy, and institutional priorities. Without robust policy frameworks that address issues such as data privacy and ethical use of AI, without sustained investment in infrastructure and faculty development, and without a clear focus on learner-centered design, technological innovations risk remaining underutilized or exacerbating existing inequalities. A systemic and coordinated approach is essential to ensure that ODL fulfills its transformative potential across the continent.
